They are really easy and inexpensive to make. All you need is fudge covered Oreo cookies, lifesavers, jelly beans, coating chocolate (a Hershey's bar will work), and ribbon (optional). You can also tie themed baby shower favor tags to the pacifiers with the ribbon.
